These are hollow shrouds - they are designed to cover exposed copper piping for floor mounted bath taps. The bottom half of the shroud is attached to the floor with the copper piping running up through the centre of the shroud. The top half of the shroud has a 3/4" thread so screws onto the tap. The tap is then connected to the copper pipes as per normal.
